DAFM issues new Trader Notice on Brexit Implications for Pallets

The Department of Agriculture, Food and the Marine (DAFM) issued a second Traders Notice (FH2/2019) on March 7th in relation to preparations for a No Deal Brexit scenario.  There are 2 key elements to their notice.

Firstly, if there is a No Deal Brexit on the now extended date of April 12th, all Wooden Packaging Material (WPM) such as pallets, crates, boxes, dunnage etc. going into and out of the UK including Northern Ireland will need to comply with ISPM15.  This is confirmed by DEFRA and the EU within the attachments.  In their guidance DEFRA state that “Checks on WPM will continue to be carried out in the UK on a risk-targeted basis only.  The plant health risk from WPM imported from the EU is not expected to change as a result of an EU exit”.

DAFM

Secondly, DAFM advise any importers or exporters of regulated forestry plants, wood or wood products including roundwood, sawnwood and pallets imported or exported as a commodity eg. a truck load of empty pallets, to register on DAFM’s CCS and/or SSO Systems for Import and Export Plant Health purposes.  Contact us to discuss your exposure to this scenario.  CJS has the largest ISPM15 heat-treatment capacity in Ireland and the UK.

NOTE: ISPM15 is a  global rule designed to stop the spread of invasive insects such as bark beetles.  Timber packaging needs to be heat-treated to eradicate such pests and marked with a special mark.  Currently pallets moving within the EU do not have to be heat-treated as the EU enjoys single country status.  However, if there is a Hard Brexit, the UK will become a ‘third country’ and this ISPM15 rule will come into effect immediately.
